80% of Land is Public, Leaving Only a 20% Pie to Fight Over

Donna Creef, the Chair of the Dare Community Housing Task Force, highlights the heart of the issue: “80% of our land is in public ownership, and so there’s very keen competition for that remaining 20%.” The struggle for housing units is all too real, and it isn’t simply about having enough places to stay. Creef points out that the real kicker is how many properties are being snatched up for vacation rentals or second homes instead of being available for local families and employees.

A Competition of Interests: Rentals vs. Housing for Workforce

When it comes to the number of housing units, you might think there’s no issue, but Creef explains it best: “It’s not a lack of, actually housing units, it’s the use of those units.” Many locals find themselves in heated competition for these coveted spaces, which drives up prices and raises red flags about affordability. “It’s about making housing affordable, not just finding affordable housing,” she adds, emphasizing the high costs of insurance and upkeep that also take a toll.

The challenge is laid out clearly—providing housing for the workforce is a focus of growing concern for local businesses. Robert Barker, who runs Dirty Dick’s Crab House in Nags Head, has felt the pain in his own backyard. He shared stories of employees whose living situations fell through, often told to pack up and leave due to properties being sold with little warning. “It’s a tough situation,” he lamented.

Business Owners Join Forces to Find Solutions

Barker isn’t alone in this struggle. Business owners across the Outer Banks are feeling the squeeze when it comes to securing homes for their employees. Creef notes, “The private sector can definitely play a role in solving this challenge.” There’s hope on the horizon! Recently, Nags Head’s Board of Commissioners has introduced some multi-family housing regulations aimed at creating more long-term rentals and specifically designating housing for workforce needs.

Creef also expressed optimism, saying, “I think the report we’ll be releasing at the end of the year will serve as a useful example for other towns.” However, some locals remain cautious about the pace of change. Barker mentioned that while progress is being made, it often feels like decisions are dragging their feet, especially when facing a situation that feels far more urgent.

Community Collaboration is Key

For the Dare Community Housing Task Force, understanding community expectations is critical. “We’re not an urban environment, and we have to make that work,” Creef said, highlighting that any new developments should evoke the charm and character that makes the Outer Banks special. It’s important to strike a balance—with the right projects, housing can feel cozy and natural instead of out of place.

Will These Efforts Be Enough?

While progress has been made, time will tell whether these initiatives will produce the desired results. Creef admitted that here in Dare County, the unique geography presents challenges. “We’re surrounded by water,” she noted, pointing out that expanding housing solutions outside existing jurisdictions isn’t as simple as it may be in other communities.

As the sun sets over the picturesque shores of the Outer Banks, residents and community leaders are left to ponder the question: will the ongoing efforts be enough to address the pressing housing crisis in this beloved region? Only time will tell!
