A slow-moving coastal low system has established a new daily rainfall record at Cape Hatteras, situated in the Outer Banks of northeastern North Carolina. The inclement weather continued into the night with the automated weather station at Billy Mitchell Field in Frisco recording a revised total of 3.75 inches by midnight.
